This is one of the monuments on Calton Hill in Edinburgh. To commemorate the fallen of the Napoleonic Wars it was decided to create a National Monument: a replica of the Parthenon. It was funded by public subscription, but work ended when the money ran out in 1829 leaving only the facade you see today.
