I spotted the joke made by the grafitti artist (perpetrator to some people). It conveys the sense of being watched all the time you are in a city. I remember reading a statistic recently that said that every day you are in a European or North American city you are caught on CCTV an average of 400 times! George Orwell's Big Brother is a reality.
